The national government expanded its jurisdiction and authority at the expense of states' rights due to civil rights legislation enforcement requirements.
States gained more autonomy as they were tasked with enforcing civil rights legislation independently.
There was no significant shift in power between state and national governments during this time period.
State level governments took primary responsibility for protecting individual civil liberties thus increasing their relative sovereignty against that of National Government's authority.
